The Energy Efficiency Association’s Energy Efficiency Policy conference and exhibition, where industry experts and politicians discuss cutting-edge developments and pressing issues about energy efficiency.
The conference will address what the industry needs to do to ensure improved uptake of energy efficiency measures and what we can do to overcome barriers that often threaten the delivery of such schemes. This vital event also offers unrivalled networking opportunities to discuss energy efficiency with those at the heart of our industry.

    Dean has 26 years’ experience within the construction industry specialising in insulation specification. He has undertaken various roles that have included technical and business development positions, working with refurbishment contractors, and major and regional house builders. SAP compliant, new build construction and refurbishment under Building Regulations Part L for energy efficiency in relation to the conservation of Fuel and power, has been a key focus throughout Dean’s career. A large proportion of Dean’s time has been involved in the retro fit refurbishment sector during the evolution of schemes such as CERT, CESP, ECO LADS, and SHDF & HUGS, working and collaborating with industry stakeholders to support delivery of energy efficiency projects.

    Chief Executive

    Duncan McCombie, appointed as Group chief executive of YES Energy Solutions CIC in 2016, has helped the business provide fuel poverty alleviation support for over 5,000 households in the last financial year. He is dedicated to reducing carbon emissions and lowering householder’s fuel bills across Great Britain, all whilst creating a Green, Great and Gracious company culture. Duncan has carved out a diverse career in the energy efficiency and water sectors, working at the Energy Saving Trust and Thames Water, building experience in strong governance and growth strategies which he has since applied at YES Energy Solutions. Promoting customer expectations and needs, he is Chair of the Customer Engagement Group focussed on National Grid Electricity Distribution’s RIIO-ED2 business plan and chair of the National Energy Action / Northumbrian Water, Water Poverty Advisory Group.

    Keith Horgan

    Councillor

    Keith was appointed as Industry Stakeholder Manager at Ofgem where he worked in the Domestic Renewable Heat Incentive (DRHI) team from its inception in 2012. During this time Keith built strong relationships with a wide range of manufacturers, installers, certification bodies, leading trade associations, and he was Ofgem’s representative on the Microgeneration Certification Scheme (MCS) Steering Group for many years. Before this Keith spent five years working for the Carbon Trust helping major energy users develop strategies to reduce their carbon emissions, become more energy efficient and lower their energy costs. Since retiring, Keith has become a Councillor for East Cambridgeshire District Council where he is currently Vice Chair of the Council. He is still passionate about renewable technology, energy efficiency and the transition journey to low carbon travel and living. Keith champions initiatives that encourage organisations and residents to reduce their impact on the environment, especially those involving retrofit to homes and business premises.

    Marc heads up the TrustMark Compliance team and is responsible for delivering a best-in-class quality assurance programme, that is not only fit for purpose now but also into the future. Working closely with our Scheme Providers and Registered Businesses, Marc and his team ensure help and support is provided on all compliance issues, whether navigating the evolving world of Retrofit and government obligations or the ongoing drive for improvement in standards for all trades working in or around the home. With over 28 years working in one of the largest UK brands in the energy and utilities sector, Marc brings a wealth of technical and management experience to TrustMark, particularly in the regulated Energy Obligations arena.

    Michael Gallagher

    Director of Climate Resilience and Green Growth (EMCCA)

    After completing a degree at Lancaster University in Earth and Environmental Science, Michael has spent the last 16 years working in energy efficiency and renewables, working across the private and public sector. He started his career at the Energy Saving Trust, providing energy efficiency and renewable technology advice to the public, progressing in to consultancy which supported Local Authorities working to reduce fuel poverty. Michael then specialised in Solar PV survey, design and operational management for domestic, new build and commercial buildings working for SMEs based in Leicester and Derby; During this time, he gained a MSc in Energy and Industrial Sustainability. Michael then moved into the public sector and set up the Midlands Net Zero Hub, which over 6 years grew to a team of 45, delivering over £420m of funding in the Midlands region and nationally. More recently he took up the position of Director Environment and Sustainability at Nottingham City Council supporting their drive to be Carbon Neutral by 2028 and has now moved to the East Midlands Combined County Authority as their Director of Climate Resilience and Green Growth.

    David Wilkins

    Head of School: Engineering and Construction

    Dave began his career as a CITB apprentice before moving into teaching Carpentry and Joinery part-time at Barnfield College in 2000, later joining full-time in 2002. He taught and assessed NVQs while completing a CertEd and participating in the Subject Learning Coach programme. In 2008, Dave became Head of Construction at Bedford College, where he earned a Master’s in Education focused on Strategic Leadership and Management. He coached new staff and aspiring managers, and following the 2018 merger with Tresham College, joined the senior leadership team as Director of Construction and Building Services. In August 2022, Dave was appointed Vice Principal at Bedford Campus, overseeing strategic leadership and curriculum areas including Construction, Engineering, Science, Computing, and Motor Vehicle. He has led major projects such as the £11m Wellingborough Campus renovation and the £4.5m Offsite Construction Training Centre. Dave has been active in BACH since 2008, serving as National Chair from 2019–2021, helping shape national construction training policy. He has also driven initiatives like Heritage projects, Apprenticeships, and Higher Education programmes. Most recently, he developed the College’s strategy for Skills Competitions and partnered with WorldSkills UK to embed skills excellence into teaching and staff development.

    Programme Director

    NOCN CE, Graham Hasting-Evans, worked in building and construction before developing the skills strategy for the London 2012 Olympics. He was programme director at the UK Commission for Employment and Skills before joining NOCN, in 2011.Graham has worked closely with the government on apprenticeship reforms, including the Apprenticeship Levy, and has powered NOCN to become the top government-approved Apprentices Assessment Organisation (AAO). He regularly speaks at events in the UK and internationally, and is often called upon for comment in further education sector media.

    Executive Director

    Mike Blakeley leads on the Partnership, Apprenticeship and Future Skills directorate for OFSTED Outstanding Exeter College. Alongside his role of Executive Director he is also the Vice Chair of GSAP (Green Skills Advisory Panel), a body both national and international, and he assumes a pivotal role in advocating for educational initiatives aimed at bridging the skills gap in relation to Net Zero targets and a sustainable future. With a keen interest in construction training, having worked in the industry, he also serves as Chair of the Constructing Excellence SW Skills Panel, and holds a position on the board of Constructing Futures, where he represents and guides strategic decisions pertinent to education and skills development in construction.

Working closely with our Scheme Providers and Registered Businesses, Marc and his team ensure help and support is provided on all compliance issues, whether navigating the evolving world of Retrofit and government obligations or the ongoing drive for improvement in standards for all trades working in or around the home. With over 28 years working in one of the largest UK brands in the energy and utilities sector, Marc brings a wealth of technical and management experience to TrustMark, particularly in the regulated Energy Obligations arena.

    Brian Whittle MSP

    MSP for South Scotland

    Brian Whittle was born in 1964 and grew up in Troon. After attending Marr College, Kilmarnock College and Glasgow University he began a career as an industrial chemist working for ICI at Ardeer. After retiring from professional athletics he spent several years in business as a director of various companies including ones working in events management and most recently developing software for the healthcare industry. Brian was elected as a Member of the Scottish Parliament for South Scotland in 2016 and served as the party’s spokesperson for Public Health Mental Health, Wellbeing & Sport. His particular area of interest is in how Scots from all backgrounds can have access to as many opportunities as possible to be more active.Brian was re-elected in 2021 as a South Scotland Regional MSP and has been appointed Shadow Minister for the Environment, Biodiversity and Land Reform. He also serves on Holyrood’s Covid-19 Recovery Committee.

    Willie Rennie MSP

    MSP for North East Fife

    Willie grew up in Strathmiglo, Fife and from an early age he learned the importance of public service. After graduating, he moved to Cornwall to work for the Liberal Democrats and honed the campaigning skills that would serve him well later in life. In 2011, he was selected by party members to top the Regional List for Mid-Scotland and Fife at the 2011 Scottish Parliament elections. After his election to the Scottish Parliament in 2011, hebecame leader of the Scottish Liberal Democrats. Under his leadership, the Scottish Liberal Democrat team at Holyrood delivered new funding for colleges, extra help for families with the cost of childcare and held the SNP Government’s feet to the fire over local court closures, police centralisation and the state of the Scottish NHS. In 2021 he stepped down as leader and became the party’s spokesperson for Education, the Economy & Communities.

    Nicola Mcleod

    As Managing Director of Warmworks’ Scotland Division, Nicola is responsible for overseeing the delivery of Scottish Government contracts, including Warmer Homes Scotland and the Energy-Efficient Scotland: Area-Based Schemes in Orkney, the Western Isles and Inverclyde.
