The government has announced its response to its consultation on mid-scheme updates to the Energy Company Obligation (ECO4) and the Great British Insulation Scheme (GBIS).

PLANNED CHANGES TO ECO4 AND GBIS

As a result of the consultation – which ended in December, 2024 - the Government has now set out policies to improve delivery of energy efficiency measures.

The main changes are to allow:

  • delivery under ECO4 rules to be reassigned to the GBIS target;
  • two insulation measures to be installed in a home on GBIS, rather than just one; and
  • smart thermostats to be installed in owner-occupied households in the low-income group.

It received 122 responses from a broad range of stakeholders, including obligated energy suppliers, local authorities, energy efficiency installers, trade bodies, consumer advice organisations and academic institutions.

The government said the responses were ‘broadly supportive of the proposals’, which will now go before Parliament.
