Committee cites ECO as part of reason Fuel Poverty gap has narrowed

It found that ‘Analysis of fuel poverty statistics show that ethic minority households continue to have a higher rate of fuel poverty compared to white households. 

However, the relative gap has decreased over time, and this is likely partly due to improvements in energy efficiency through schemes such as ECO.’
