The Energy Efficiency Association’s Energy Efficiency Policy conference and exhibition, where industry experts and politicians discuss cutting-edge developments and pressing issues about energy efficiency.
The conference will address what the industry needs to do to ensure improved uptake of energy efficiency measures and what we can do to overcome barriers that often threaten the delivery of such schemes. This vital event also offers unrivalled networking opportunities to discuss energy efficiency with those at the heart of our industry.

On the day, we will see over 150 leading installers, managing agents, funding providers, manufacturers, certification bodies, local authorities, housing associations, policy makers, and industry luminaries come together.

Before founding the EEA, Gary was instrumental in the creation of the Energy Efficiency Awards, which he has successfully managed for the past decade. These awards have become a cornerstone of the industry, highlighting and celebrating excellence in energy efficiency. With a professional background in publishing and sales, Gary brings a wealth of experience in communication and stakeholder engagement. His expertise has been pivotal in driving the success of the initiatives he leads. In his personal life, Gary is an ardent supporter of Liverpool FC and a dedicated cricket enthusiast.

Kenneth Campbell is Chairman of the Energy Efficiency Association CiC, Co-Founder of the National Energy Efficiency Awards and Director of Campbell Braybrooke Ltd. As Association Chairman, Kenneth has a particular interest in new energy efficient technologies,investment in and funding for energy efficiency, supply chain delivery, and skills and training for the energy efficiency sector. Kenneth has Bachelor of Science degree from Glasgow University where he studied Computer Science along with Biochemistry and Physiology.

Lord Porter has devoted more than 20 years to leadership in local government, with deep expertise in planning, housing and regulatory frameworks. As Leader of South Holland District Council from 2003 until 2023, he guided local policy and the delivery of housing and infrastructure in a rapidly evolving local government context. He served as Chair of the Local Government Association from 2015, acting as a voice for councils across England and Wales, helping shape national policy, lobbying government and supporting local authorities in governance, planning, service delivery and housing matters. In recognition of his contributions, he was elevated to the House of Lords in October 2015 as Baron Porter of Spalding, CBE. Lord Porter has a strong academic foundation with a BA from De Montfort University and a Postgraduate Certificate from Canterbury Christ Church University, reinforcing his commitment to evidence-informed governance. He brings to SPL a rare combination of hands-on local government leadership and sustained strategic policy influence, well-suited to advising on planning reforms, housing strategy, devolution and regulatory change.

Nick has worked in the Energy Efficiency and Sustainability sectors for over 14 years, initially co-founding his own Environmental Consultancy company and currently being on the Leadership Team of EWI Pro Insulation and Render Systems (having joined in late 2015). Within EWI Pro, he runs the Commercial and R&D departments, which are ultimately responsible for bringing insulating solutions to homes and businesses around the country. Nick is also passionate about developing 'green skills' and helping improve people's participation in the low-carbon job market.

Dean has 26 years’ experience within the construction industry specialising in insulation specification. He has undertaken various roles that have included technical and business development positions, working with refurbishment contractors, and major and regional house builders. SAP compliant, new build construction and refurbishment under Building Regulations Part L for energy efficiency in relation to the conservation of Fuel and power, has been a key focus throughout Dean’s career. A large proportion of Dean’s time has been involved in the retro fit refurbishment sector during the evolution of schemes such as CERT, CESP, ECO LADS, and SHDF & HUGS, working and collaborating with industry stakeholders to support delivery of energy efficiency projects.

David spent the best part of three decades in consumer lending before, in 2011, he stepped onto the solarcoaster with one of the UK’s largest renewable energy installers. As Operations and Compliance Director he oversaw the installation of commercial and domestic solar, storage, and heating in both the able to pay and, as a Green Deal Provider and a Green Deal Finance Company operator, the wider funded markets. Joining Certi-fi Schemes in 2017 as Managing Director, he launched the Energy Performance Validation Scheme (EPVS), instigating the return of consumer lenders to renewables, whilst building the Flexible Energy Oversight Registration Body (Flexi-Orb) – an initiative dedicated to delivering safer and more robust standards for improved installation outcomes – which launched in 2024 and is recognised to ISO IEC 17067:2013 and accredited to ISO IEC 17065:2012.

Matthew Hodges is Associate Director at AtkinsRéalis, bringing 16 years of experience in decarbonisation, retrofit, and energy strategy. He leads programmes that integrate PAS 2035 compliance, whole house retrofit design, and heat network feasibility, ensuring quality and performance across residential and commercial portfolios. Matthew has delivered large scale retrofit frameworks for local authorities and housing associations, embedding data driven asset modelling and lifecycle carbon analysis. He also leads the delivery of national audit programmes for both central government and arm's length bodies, driving assurance, governance, and technical compliance across funded and non funded schemes. Recognised as a RESi Trailblazer (Property Week, 2024) for advancing low carbon housing, he regularly speaks on heat decarbonisation, retrofit, and the just transition at national forums such as Futurebuild and Policy Forum for Wales. His technical expertise spans building physics, energy modelling, and net zero strategy development, positioning him as a trusted advisor on achieving compliance and consumer confidence in retrofit delivery.

Jessica has held the post of Director, Net Zero Buildings & Industry in DESNZ from September 2021, leading the Portfolio & Affordability Directorate. She was previously Director of Industrial Strategy in BEIS and more recently was leading some of the Department’s work to respond to the COVID pandemic, including as SRO of the COVID Business Grants Programme. Before that, Jessica held various roles in MHCLG, BEIS and Cabinet Office covering a range of economic policy, including on housing and the labour market. She lives in Kingston-upon-Thames and has two daughters.

Jack works at Ofgem on the Energy Company Obligation (ECO) schemes, where he focuses on delivering legislative change, developing policy, and managing scheme guidance. Since joining Ofgem in 2018, Jack has gained extensive policy experience across a range of environmental and social schemes. He began his career there on the Renewable Heat Incentive schemes before moving into renewable electricity in 2019, specialising in the Feed-in Tariffs and the Renewables Obligation schemes. Since 2023, Jack has specialised in ECO schemes, with a particular focus on ECO4, the scheme’s fourth iteration.
